En la actualidad, directa o indirectamente, la comunidad loretana vive del Parque Nacional. Los usuarios, conscientes de ello, impulsaron su creaci\u00f3n en 1996. La modificaci\u00f3n del segundo Programa de Manejo en 2019, fue a trav\u00e9s de un amplio proceso de participaci\u00f3n activa de los diferentes sectores: pescadores, prestadores de servicios tur\u00edsticos, instituciones de gobierno, acad\u00e9micos, organizaciones de la sociedad civil y p\u00fablico en general. Las opiniones y sugerencias obtenidas en mesas de trabajo, fueron incorporadas a su Programa. Este documento se dise\u00f1\u00f3 en colaboraci\u00f3n con los diferentes sectores involucrados y con la poblaci\u00f3n, estableciendo las actividades permitidos y no permitidas, a trav\u00e9s de una zonificaci\u00f3n.
