Qiulin is one of 17 inaugural members of the IUCN Youth Advisory Committee (YAC). The first of its kind, the YAC was launched in April 2024 to support the implementation of the IUCN Youth Strategy across the Union. The YAC is comprised of youth from across the globe, each bringing their own diverse experiences to support meaningful youth engagement in IUCN’s policies, processes and programmes. Hello everyone, my name is Qiulin Liu! I am a Programme Officer with the Climate Change Global Team of Climate Change and Energy Transition Centre for Societal Transformation at the IUCN. I joined the IUCN Global Team of Climate Change and Energy Transition in the Centre for Societal Transformation in 2024, focusing on renewable and energy transition work.
After receiving my PhD in Hydraulic Engineering from Tsinghua University (China) in 2016, I started my career in the National Marine Data and Information Service under the Ministry of Natural Resources of China, serving the Marine Forecast and Disaster Mitigation Division, the S&T Planning and Management Division and the International Cooperation Division.
I have been engaged in work on sea level rise, climate change in marine fields and marine numerical modelling. As the technical investigator, I have participated in many national projects such as the Natural Science Foundation project, Key R&D Program project and Ocean Public Welfare project. I have also contributed to facilitating bi/multi-lateral cooperation and programs on marine science and climate change, including the China-EU Marine Data Network Partnership, and served as a focal point on the Global Sea Level Observing System and Tide and Sea Level Committee under the Chinese Society for Oceanography.
I served as the senior assistant to the former President of the IUCN from August 2020 to September 2021, where I was committed to coordinating regular operations of the Beijing President’s Office. Here I provided strategic and professional support to the President, organised and participated in high-level meetings and conferences and communicated with relevant global counterparts. I have also contributed to the collaborations that IUCN has established with MNR, Huawei and Tsinghua University.
In 2022 I joined the IUCN Director General’s Office as a Junior Professional Officer, providing managerial and technical support to Programme Centres under DDG Programme’s leadership, and professional and administrative support to the DG and Executive Board as part of the DGO team. Some of my priorities include supporting DG and DDG engagement as required and contributing to the implementation of DG Strategic Objectives and the DGO work plan, assisting DDG Programme with content-related tasks, including support for PPC, CEM and CCC, proactively participating in scaling up NbS, supporting the International Standards Committee (ISC), facilitating and coordinating the collaboration and cooperation between IUCN and relevant China counterparts and working closely with the Beijing Office and Asian Regional Office.
I am a quick learner and team player. I have good communication and coordination skills and can work under pressure while juggling multiple tasks. In my spare time I enjoy reading, hiking and travelling.
